WTO rules against Canada in softwood appeal

VANCOUVER — Canada lost another ruling before the World Trade Organization in its dispute with the United States over softwood lumber.

A WTO panel has agreed with the way the Americans calculate anti-dumping duties, which are imposed if a product is sold below its production cost.

Canada argued the U.S. artificially inflated its numbers by rejecting evidence that showed Canadian lumber selling at above domestic prices.

But the panel found the U.S. calculation method meets WTO rules.

The ruling is the latest WTO finding to go against Canada, but Canada has won rulings on the same issues before NAFTA panels.

NAFTA rulings are enforced by law, but WTO rulings aren't.
