Businessman proposes economic union in West

Business Saskatchewan should form an economic union with other western provinces and it should start with Alberta, a prominent businessman says.

Paul Hill, president of Regina-based Harvard Developments, says that may be the best way to keep people in Saskatchewan, which has been losing population over the past decade, and attract new business.

Hill, a well-known dealmaker who was one of the people who brought Crown Life to Saskatchewan 15 years ago, said Saskatchewan has untapped potential and should be doing as well as Alberta economically.

Instead of trying to compete with our western neighbour, we should work together, he said in an interview with CBC News Tuesday.

"We should get together with them and form a powerful economic union that would benefit all of us. If the world could see us as one large economic unit, we'd have a much better future for this province," he said.

Under an economic union, provincial tax laws and business regulations should be the same, Hill said.

Even some government services, such as education and health, could be rationalized, he said.

While the idea of having Alberta and Saskatchewan come together has been discussed before, some critics say it would never happen because the two provinces have such different political cultures.

But Hill said the two provinces are not as different as some may think.

"Half the population [of Alberta] comes from Saskatchewan," he said. "The leaders in business and government, most of them either have families in Saskatchewan or they were born in Saskatchewan themselves. So, we're the same people. I think we should get together with them and form a powerful economic union."

Hill said recent changes to the business tax regime are a start. In March, Premier Lorne Calvert's NDP government announced it would phase in business tax cuts worth $240 million a year over the next three years.
