Checking the fine print on softwood deal

Business [KDR: It is ironic that the author complains about loss of sovereignty from the softwood deal and refer to a win in the NAFTA tribunals as a victory for our country. But still some good stuff in the article.]

As it prepares its bid for a majority government (date of election to be announced), the Harper government is keeping careful track of its “successes.” High on its list of worthwhile initiatives that it will present to the electorate is the softwood lumber deal with the United States. But, careful scrutiny shows that the deal is anything but a success for Canada. In fact, it is a huge sellout of Canadian sovereignty, jobs and commercial interests.

Anyone who has followed the softwood lumber issue knows that Canada had and continues to have a strong hand. NAFTA panels ruled on three separate occasions that the United States was acting illegally by imposing duties on softwood lumber. Those rulings were ignored, even as the total duties collected escalated to five billion dollars over the past four years. But, instead of playing that hand, the Canadian government folded.

The key person on the Canadian side of these negotiations has been David Emerson, the Conservatives' International Trade Minister (formerly known as the Liberals' Industry Minister). This is despite the fact that, according to PoliticsWatch, he had signed a written agreement in 2004 with the Ethics Commissioner promising to stay away from the softwood file.
