U.K. moves to criminalize violent porn
AP
September 06, 2006
The British government has proposed making computer downloading and posession of extreme and violent pornography a crime punishable up to three years in prison.
"Such material has no place in our society, but the advent of the Internet has meant that this material is more easily available and means existing controls are being by-passed - we must move to tackle this," Home Office Minister Vernon Coaker said in a statement.
The proposed law must be approved by Parliament, which convenes in October.
The government's proposal came after a campaign by Liz Longhurst, whose 31-year-old daughter, Jane, was found dead in April 2003.
Police arrested Graham Coutts and said he had strangled the school teacher. He was convicted in 2004 after prosecutors told a jury that he had been obsessed with Web sites that focused on strangulation fetishes.
That conviction was appealed last month and Coutts faces a new trial.
Longhurst led a public campaign, backed by a petition with 50,000 signatures, to make the possession of violent pornography a crime.
The proposed law will make illegal any material that features violence that is or appears to be life-threatening or could lead to serious injury.
As it is, such material is illegal to distribute or publish under Britain's Obscene Publications Act, but that did not cover material available online.
