Police State HAVING good neighbours could cost you dear in council tax under Labour’s secret plans to slap higher charges on respectable communities.

The Government has invested in the latest computer technology to create a new database of the best and worst neighbourhoods in England.

The information will be factored into council tax valuations – meaning homeowners will not only pay for the quality of their own property but those around them.

Living in quiet, clean streets with well behaved neighbours could mean higher charges. Low crime rates and catchment areas for good schools will also be part of a “locality adjustment factor” influencing tax bills.

Northern Ireland Minister David Hanson has revealed that complex community analysis will be used in Northern Ireland when rates in the province are revalued next April.

The Valuation and Lands Agency, which will carry out the revaluation, has bought a system called “Spatialest” Computer Assisted Mass Appraisal Software to review 700,000 homes in the province.

Its manufacturers say it offers a “unique approach to property appraisal” that allows valuers to include location as “one of the most important factors”.

The English version of “intelligent proximity analysis” will also make “location, location, location” a key when the postponed revaluation takes place.

Major advances in computer speed and capacity will, for the first time, allow the Government to create a database that not only stores significant details of England’s 22,000,000 homes but also creates community clusters.

Ministers have spent more than £50,000 on “geo-demographic” lifestyle information for every home in England to be fed into the database.

This will determine the size of each “neighbourhood” for tax purposes and will create a complex picture of 287 community details, from the average income of those living in the area to the numbers cohabiting.
