Vancouver's police chief says a photo of officers smiling and hovering over an injured and distressed-looking suspect has tarnished the department.
"While I'm sure that the officers involved were proud of their excellent police work that led to the arrest of a wanted criminal their subsequent actions have already negatively affected the reputation of the organization and the department," Jamie Graham told a news conference Wednesday.
On Tuesday, the Vancouver police department announced that five officers are facing a criminal investigation after the photo emerged showing a cut on the man's face.
Graham said Wednesday that while an internal probe indicates the force required to arrest the break-and-enter suspect was appropriate, necessary and lawful it's what happened afterwards that bothers him.
"The alleged use of force that greatly concerns me and is the main focus of this investigation is what happened in the cell block," he said.
"It occurred after the suspect was taken to the jail where an inappropriate photograph was taken."
The department has not released the photo.
The five officers are under investigation for possible assault or assault causing bodily harm and abuse of authority.
They are part of the firearms interdiction team, a group of specially trained officers experienced in taking down armed offenders.
They remain on duty.
